Classic Car Interior Trim: What Travels Across an Ocean, and What Never Will
Split a classic interior bill of materials into four buckets and only two survive an ocean. Stitched soft goods — seat covers, door panels, headliners, moulded carpet — and bulk filler — foam, jute, underlay, headliner board — should not come from Taiwan at restoration volumes, for reasons that are arithmetic rather than taste. Ocean freight is charged on volume, and filler is cubic metres with nothing valuable inside. The tariff schedule then inverts the intuition most buyers arrive with: a complete motor-vehicle seat and a seat cover cut to shape both enter Free, while the coated fabric you would import to sew your own is dutiable into double digits. What travels is the tooled plastic and the mechanisms nobody in America reproduces. This is the first article we have published whose headline answer is mostly "don't source this here."
Which four buckets is a classic interior actually made of?
Buyers ask about "the interior" as though it were one supply problem. It is four. Stitched soft goods are cut-and-sew work over a pattern. Tooled and moulded parts are injection, compression or stamping jobs against hard tooling. Hardware and mechanisms are metal — pressed, cast, cold-formed, wire-wound, plated. Bulk filler is cubic metres of foam, felt and board with almost no value density. Then there is the trap: the roll goods you would import to sew the soft goods yourself, which sit in the textile chapters and are taxed quite differently from the finished part.

Why does ocean freight destroy the case for foam and padding?
Less-than-container-load ocean freight is not billed on weight. It is billed on the revenue ton — whichever is greater of your cargo's volume in cubic metres or its gross weight in tonnes, written as chargeable W/M = max(CBM, weight in tonnes). A cubic metre of dense castings and a cubic metre of seat foam cost the same to ship, and one contains almost nothing.
Follow that through a real interior. Seat foam buns, jute padding, carpet underlay, sound deadening and a headliner board occupy a volume set by the compartment they were built to fill; they cannot be nested and cannot be compressed without ruining them. The container fills on air, the freight bill is set by that air, and the material inside is the cheapest input in the whole job. Whatever a Taiwanese quote saves on piece price is gone before the door closes — then gone again on the duty rates in the table above, where the filler headings are among the highest on the page. Buy bucket four at home, from anyone.
Why does the tariff schedule punish the do-it-yourself route?
This runs backwards from intuition. Seats of a kind used for motor vehicles enter under 9401.20.00.00 at Free. Parts of those seats enter under 9401.99.10, also Free, and the schedule carries specific statistical breakouts for parts of leather cut to shape and of textile material cut to shape — precisely what a seat cover set is. The finished, labour-intensive article is duty-free.
The raw material is not. Textile fabric coated with poly(vinyl chloride) sits in 5903.10, and the rate depends entirely on how the roll is built: Free if over 60 percent or over 70 percent plastics by weight, 2.7 percent for cotton-based constructions, 7.5 percent for one "other" breakout and 14.1 percent for another. Polyurethane-coated fabric in 5903.20 behaves the same way, topping out at 8 percent; tufted carpet in 5703 runs 6 to 6.7 percent by fibre. So the buyer who imports yardage to have it sewn in the United States has moved from a Free heading into a dutiable one, and cannot tell in advance which breakout applies — that turns on construction and plastics content by weight, a laboratory question for your broker.
One layer sits on top of all this and we cannot resolve it for you. Taiwan-origin parts of passenger vehicles and light trucks on the Section 232 auto-parts list enter at a capped 15 percent total; parts off that list pay 10 percent under the Section 301 forced-labour action instead. Whether seats, seat parts or interior trim appear on the list is something we could not verify from the primary document, and it is the highest-value question your broker can answer before you order.
What is a Taiwanese "interior" factory actually good at?
This is where being in Taiwan changes the answer. Walk into a plant here that serves interiors and you are almost never on a sewing floor. You are in a stamping shop, a zinc die-casting shop, a wire-forming shop or an injection-moulding house with interior parts on its customer list alongside brackets and housings for a dozen other industries. The competence is tooling and metal, not needlework.
That maps onto buckets two and three. Sun visor cores with their rods and brackets. Garnish mouldings, kick panels and armrest bases in injected plastic. Escutcheons and window-crank hardware that need a plating stack behind them. Seat hinges, tracks, pivots and springs. The clips and retainers that hold a door panel to a door and that nobody stocks any more in the right head style. These are four-figure runs of a tooled part — the order size a mid-sized Taiwanese factory takes seriously and a US reproduction house declines because it is not in their catalogue.
The condition is unavoidable: someone pays for tooling and someone supplies a correct physical reference — a worn original with a cracked boss reproduces the crack. For a reproduction brand committing to a run, that is a good trade. For a shop doing one car, it is not.
When is a US reproduction house simply the right answer?
For most of bucket one, and we would rather say so than sell you a project you will regret. The established American interior houses have decades of pattern development behind them and, in the carpet case, the actual factory tooling. PUI Interiors says it has been manufacturing interior restoration components since 1977 from a facility in La Grange, Kentucky, and describes its door panels as authentic grain vinyl with dielectrically sealed lines and pleats matching the original look. Legendary Auto Interiors states plainly that its products are "Made in the USA (Always have….Always will)", built in 35 oz expanded vinyl with exact stamped metal uppers on door panels. Auto Custom Carpets in Anniston, Alabama offers over 25,000 flooring applications from the 1940s to current models, cut and moulded on original manufacturer floor pan moulds.
Nothing a restoration-volume buyer commissions overseas beats that on correctness, lead time or landed cost: the tooling is amortised, the pattern exists, the grain is right, and the box ships domestically with no revenue ton and no coated-fabric classification anywhere in the deal.
