Sourcing Screws, Bolts and Custom Fasteners from Taiwan: What Actually Matters

Taiwan is the right source for fasteners when you need repeatable quality on standard parts in container volumes, or a custom part whose die cost is justified by the assembly it goes into. It is the wrong source when your only criterion is the lowest price per thousand on a commodity screw. TAITRA, which organises the Taiwan International Fastener Show in Kaohsiung, describes Taiwan as "the world's third-largest fastener exporter" — a position that is real and concentrated in one cluster in the south of the island. What follows is what you have to specify to get the benefit of it, because with fasteners the specification is the product.

Why are Taiwan's fastener factories all in one place?

The cluster grew around Gangshan in Kaohsiung, beside a deep-water port and a domestic steelmaker, and never dispersed. The industry publication Market Prospects describes "more than 700 factories in Kaohsiung, Taiwan," with the whole chain inside "a 30-kilometer area," and reports that exports account for about 70% of the sector's output value.

That density collapses the gap between wire drawing, cold heading, thread rolling, heat treatment, plating and sorting, so a part needing all six steps does not accumulate freight between them. It also makes capability unusually granular: a shop may head one head style in one diameter range superbly, and nothing else.

One structural fact reshaped European buying. Under Commission Implementing Regulation (EU) 2022/191 of 16 February 2022, the EU imposes a definitive anti-dumping duty on imports of certain iron or steel fasteners originating in China — wood screws, self-tapping screws, bolts with heads and washers, under CN codes in heading 7318. That is much of why European distributors reweighted toward Taiwan, and why Taiwanese capacity on standard DIN parts is tighter than it used to be.

Which standards and certifications matter — and what do they not prove?

A fastener quote is meaningless without a standard attached. The base grammar is ISO 898-1 for carbon and alloy steel bolts and screws (property classes such as 8.8, 10.9, 12.9), SAE J429 in the inch world, ISO 3506 for stainless, and ASTM F3125 for structural bolting in North America. "Grade 8.8 equivalent" without a named standard is a quote you cannot enforce. What buyers get wrong most often, though, is the difference between a system certificate and evidence about your parts.

What must you specify about material and plating?

Plating is where fastener programmes fail, and where the specification is most often left blank. Four things must be decided in writing before a quote means anything: coating system, thickness, corrosion requirement, and — for high-strength parts — the hydrogen-embrittlement regime.

That last one deserves the space. Steel fasteners absorb atomic hydrogen during acid cleaning and electroplating, and under tensile load that hydrogen can crack a part days after installation. The threshold is specific: in the Industrial Fasteners Institute-supported summary by Salim Brahimi, "the susceptibility of steel fasteners increases significantly when the specified hardness is above 39 HRC (380 HV)," and ASTM F1941 — "the recommended standard for electroplating fasteners in North America" — classifies susceptible products the same way. ISO 4042 is the international counterpart.

The consequence belongs in your purchase specification. For susceptible zinc-electroplated parts, that source states "8-10 hours at 190-220 °C (375-430 °F) is a minimum recommended baking duration," that some need up to 24 hours, and that "a common practice of baking parts above 39 HRC (380 HV) for 4 hours is insufficient and leads to occasional failures." So on property class 12.9 or electroplated socket head cap screws, ask for the bake cycle and the furnace records. On property class 10.9 or SAE Grade 8, the same source notes those are not normally susceptible and are routinely hot-dip galvanised safely — do not buy testing you do not need.

  • Coating system: zinc electroplate with a named passivate, zinc-nickel, mechanical or hot-dip galvanising, or zinc flake — each behaves differently on thread fit and corrosion. Hexavalent chromium is still the default yellow passivate in some shops; if your market restricts it, specify trivalent.
  • Thread fit after coating: hot-dip galvanising needs oversize tapping on the mating nut, so say who owns the fit of the assembled pair. State the tolerance class, and whether threads are rolled before or after heat treatment.
  • Corrosion requirement: name the test, the hours, and whether the criterion is white rust or red rust. "Salt spray 240 hours" alone is not a specification.

When is custom tooling justified versus buying standard?

Buy standard whenever a published DIN, ISO or ASTM part does the job. A standard part is second-sourceable, its price is disciplined by competition, and any shop in the cluster can quote it without you producing a drawing.

Custom tooling earns its place more narrowly: when a feature removes an assembly operation, when a captive washer or proprietary drive prevents field tampering, or when a standard part is demonstrably failing in service. Cold-heading and thread-rolling dies are far cheaper than injection moulds — what surprises buyers is not the die, it is the qualification run and the ongoing minimum you just committed to. Get tooling cost, ownership, that minimum and the first-article approval process in writing before anything is cut.

Where does Taiwan lose on fasteners?

The limits here are specific, and none of them are embarrassing.

  • Commodity price. On plain low-carbon screws sold by weight, Taiwan is not the cheapest origin and does not try to be.
  • Geographic concentration. A cluster inside a 30-kilometre radius, on an island with typhoons and earthquakes, is a single-region dependency — an argument for a second origin, not against Taiwan.
  • US duty treatment. Steel fasteners commonly classify in heading 7318, where many MFN rates are free — but the free rate is not the story. CBP's Section 232 guidance confirms there is "no minimum amount of derivative steel or aluminum content" needed for a covered derivative article to be dutiable, and that the duty falls on the value of the steel content. Taiwan's 2026 Section 232 cap is keyed to vehicle parts, so a fastener sold as a fastener does not inherit it. Whether your classification is on the derivative list, and at what rate, is a broker question — and it moves landed cost more than any unit-price negotiation.
  • Small-lot custom work. Specials exist but sit with a subset of firms; most of the cluster is optimised for volume runs of a narrow part family.
  • Test-report culture varies. Larger exporters produce lot-level reports as routine; smaller shops need telling in the RFQ that a report is a delivery requirement, not an extra.

What should a fastener RFQ contain?

Completeness of the request determines the quality of the reply more than anything else you control.

  • Standard and property class or grade, named explicitly, plus a drawing if the part is not standard
  • Material grade, and whether an equivalent is acceptable
  • Coating: system, thickness, passivate type, corrosion test and acceptance criterion
  • Bake requirement and records for any part above the susceptibility threshold
  • Annual volume and order frequency — call-offs or spot orders
  • Packaging and labelling, and which test reports accompany each shipment
