Emblems, Badges and Scripts: How They're Made, and Who Is Allowed to Make Them
Two gates stand between a restoration brand and a box of emblems, and most articles about badges discuss neither. The first is manufacturing: "cloisonné" in this trade almost always means champlevé, a stamped or etched metal base whose recesses are filled with powdered glass and kiln-fired — a genuinely different product from soft enamel, from epoxy fill, from a plastic insert, and from paint in a die-cast recess. Order "cloisonné" without saying which one, and you get whichever is cheapest. The second gate is legal: a marque emblem is a trademark, which is why the US restoration industry runs formal licensing programmes and why the smallest, lightest, cheapest part in the whole car is also the one most likely to be taken at the port. Here is how both gates work, and where we will and will not help.
Is a "cloisonné" car badge actually cloisonné?
Usually not, and the distinction is the whole quality argument. EmblemMagic, a US enamel emblem restorer, describes the technique plainly: an enamelled emblem is "any badge, medallion, or ornamental piece made from a copper stamping, which is then colored by inlaying all the recessed areas with enamel," where "the copper base is either stamped, engraved or etched with a design that leaves individual compartments for color separation." That is champlevé — compartments cut into the base — rather than true cloisonné, where wires are laid down to form the cells.
The filler is not paint. The same source describes the enamel as "in fact glass, just like any other glass, the difference being special additives which give the glass its color and its special property of bonding with copper," supplied as a fine powder and then fired "in a kiln at temperatures which will melt glass." Firing happens more than once: "One color may require several applications (like coats of paint). Some colors can not be done at the same time as other colors, and there is much work that must be done in between each firing." That multi-firing sequence is why a genuine hard-enamel badge costs what it costs, and why a quote that undercuts it dramatically is quoting something else.
What are the five things sold as "cloisonné"?
Write the construction into the RFQ by name. All five look similar in a photograph the day they are made; they diverge after a season of sun, wash chemicals and polish.

Why will a new badge never quite match the original beside it?
Because the colours are gone. EmblemMagic states that it uses "only the original lead-bearing colors that have been unavailable for decades which makes them expensive and difficult to find." That is a restorer explaining why restoration is expensive, and it is also the honest answer to a sourcing question: a new enamel set placed next to an untouched original will read differently in daylight, because the glass making the colour is not the same glass.
The rule follows. If the emblem sits alone and everything around it is being redone, reproduction is fine. If it sits next to original enamel a customer will compare it against — a grille medallion beside untouched fender scripts — restore the original instead. The same source notes an average emblem may go out to subcontractors up to four times during a restoration, each with its own minimum and turnaround, which is why emblem work is slow.
Who is allowed to make an emblem that carries a marque's mark?
A licensee, and the programmes are not hypothetical. GM's licensing page describes its programme as "one of the largest of its kind, encompassing licensed merchandise, licensed accessories, restoration parts, vehicle manuals, and much more," and routes applicants through a General Motors Trademark License Submission of Interest form, followed by a full application against what it calls GM's strict licensing criteria. Restoration parts are named in scope; this is not a merchandise-only programme.
On the Mopar side, a Stellantis media release dated 1 November 2016 announcing a restoration parts portal described "more than 45 approved Mopar restoration parts licensees" and "more than 9,000 products." Treat those as 2016 figures, because that is what they are — we cite them to show the programme's shape and scale, not its current headcount. For Ford we could not find a first-party licensee application page; resellers describe a licensed-restoration-parts programme, but we are not going to characterise a programme we could not read from the source. If you need marked Ford parts, ask Ford.
What happens at the port if the badge is not licensed?
The customs machinery is specific and it is worth reading before you commit tooling. Under 19 CFR 133.21, a counterfeit mark is "a spurious mark that is identical with, or substantially indistinguishable from, a mark registered on the Principal Register of the U.S. Patent and Trademark Office." A reproduction marque emblem is, by design, substantially indistinguishable — that is the entire point of the part.
CBP may detain suspect goods bearing a mark registered with the USPTO and recorded with CBP for up to 30 days from presentation for examination, and "[w]ithin five business days from the date of a decision to detain suspect merchandise, CBP will notify the importer in writing." On a determination that the goods bear a counterfeit mark, the regulation says CBP "will seize such merchandise and, in the absence of the written consent of the owner of the recorded mark, forfeit the seized merchandise in accordance with the customs laws." Then 19 CFR 133.27 adds a civil fine: for a first seizure, "not more than the value the merchandise would have had if it were genuine, according to the manufacturer's suggested retail price in the United States at the time of seizure," and twice that for subsequent seizures.
Read that fine formula carefully, because it is the sting. It is not indexed to what you paid the factory. It is indexed to what the genuine article retails for — so the cheapest part in the restoration generates a penalty scaled to the marque's own pricing, and the penalty lands on the importer, not on the factory that cheerfully quoted the job.
What will we put in an RFQ, and what will we refuse?
Against our own interest: we will not put a trademark-bearing marque emblem, script or badge into an RFQ. A Taiwan factory will quote one without blinking, and a willing quote is not the same thing as a lawful import. If you need marked emblems, the route is a licensed restoration-parts manufacturer or the marque's own licensing programme — and that is a better outcome for you than a seizure notice.
The unbranded half is genuinely sourceable and genuinely underserved: blank bezels and bases, mounting studs and pins, clips, speed nuts and barrel nuts, sealing pads and gaskets behind the emblem, hood and deck-lid grommets, and non-marque badges such as dealer, club or your own brand's plates. Tooling work on parts that carry no mark is fair game too. That is a real run, it is light to freight, and almost nobody reproduces it for anything outside the top few platforms.
